Council
An ecumenical council is a solemn assembly of the bishops of the world, in union with the Pope, to define doctrine or regulate Church life.
The college of bishops exercises power over the universal Church in a solemn manner in an ecumenical council (CCC 884). There can be no ecumenical council unless it is confirmed or at least recognized as such by the successor of Peter (CCC 884).
Teaching Authority
The definitions of an ecumenical council on matters of faith and morals are infallible (CCC 891).
